The Military Service Act, designed by Meighen and enacted by Prime Minister Borden, August 29, 1917, made military service compulsory in an effort to bolster Canadian forces in France. Militarily, the Act was ineffective; politically, it led to the creation of Borden's Union government and the subsequent alienation of French Canada.
